The scheme, introduced under the previous BRS government, was designed to support shepherd communities (Yadava/Golla Kuruma), but investigations reveal a deep-rooted nexus of corrupt officials and private vendors allegedly siphoning funds meant for livestock welfare.
What Is the Sheep Scam ?
The Sheep Distribution Scheme, introduced by previous BRS government in telangana, aimed at uplifting rural shepherds, provided subsidies for buying sheep in partnership with government-approved suppliers. However, ED’s probe indicates:
- Inflated bills for sheep procurement
- Fake beneficiaries and identity misuse
- Ghost deliveries with no actual livestock supplied
- Diversion of funds through benami companies and shell vendors
This has led to an estimated misappropriation of over ₹700 crore, may severely damaging the trust in welfare programs.
ED Raids in Hyderabad
On July 30, 2025, ED raided eight key locations in Hyderabad including:
- Offices of private contractors
- Residences of former animal husbandry officials
- Warehouses and livestock supply points
Documents, digital records, and unaccounted cash were reportedly seized, confirming large-scale money laundering.
Political Reactions
Telangana‘s Congress government has promised full cooperation, opposition parties have used this as a chance to slam the previous BRS regime. Senior Congress leaders called it a “betrayal of the poor,” urging legal action against those are responsible.
Public Impact
This has shaken public trust in livestock-based welfare schemes which was introduced by BRS government. Farmers and shepherds across the state are demanding audits of all livestock programs, including the schemes like Giri Vikasam and Pashu Kisan initiatives.
